A federal rule that took effect September 29 limits which commercial licenses a state can issue to a driver who does not live there.

This is the card, not the English test at the scale. A state is limited in issuing and renewing a CDL or a learner's permit for a driver who is not domiciled there. Comments on the rule are due November 28. The rule is already in effect.

Look at the license

Before you book the truck, look at the state on the license and the address the carrier gave you. If they do not match and nobody can explain why, do not dispatch the driver.

A license that should not have been issued becomes your out of service when an inspector asks.
